Effective date of new limit for components and vehicle body to 62 dB(A) In our previous update, we informed you that with the effective date of the new Environment Act, the limit for certifying all products except the QuietTRUCK will become a maximum of 62 dB(A). Vehicle bodies can also be certified at a maximum of 62 dB(A). After approval by the Senate, the Environment and Planning Act (Omgevingswet) will be introduced on 1 January 2023.

In order to ensure a smooth transition period to the 62 dB(A) limit, it will be possible to certify components and vehicle bodies at the new Piek-Keur limit of 62 dB(A) as of 1 October 2022.

It is already possible to apply for a Piek-Keur type approval certificate for products that have been tested in accordance with the Piek-Keur 'Measurement methods for peak noise during loading and unloading' (update 2018) and where the measurement result is more than 60 dB(A) but not more than 62 dB(A). As of 1 October 2022, the type approval certificates are then applicable and can be used.

The Piek-Keur certificate shows that a product measured according to the Piek-Keur measurement methods complies with the Piek-Keur noise standard. However, this does not mean that with the Piek-Keur certificate the noise requirements of the load-unloading location are met in all cases. For example, the situation at the loading/unloading location may differ from the measurement environment during the test for the Piek-Keur certification. This can have consequences for the noise level made during loading and unloading.

Also, applying the new Piek-Keur limit of 62 dB(A) before the Environmental Management Act takes effect could temporarily lead to differences. In addition, the Environment Act offers a lot of room for customization, so that the limit values can differ per municipality and per location. The Environment Act has a broad transition period to go from the current legislation to the Environment Act.

All of these factors mean that with the new Piek-Keur limit of 62 dB(A), the applicable requirements at the specific load-unload location will maybe not met. We advise you to take this into account and, if necessary, to consult with all parties involved.

End of validity type approval certificates
As previously reported, all Piek-Keur type approval certificates issued before 1 January 2016 will expire from 1 January 2023.
If you have one or more type approval certificates issued before 1 January 2016, please request a new certificate from the Piek-Keur foundation in time. A testreport must be part of the request of a new Piek-Keur type approval certificate.
The end date of the validity of the type approval of components incorporated in a certified vehicle does not affect the validity of the certificate of a vehicle body. In other words, certified vehicles with a Piek certificate will continue to have this certificate.
